Engineering baselines should not fragment into disconnected documents, models, and tribal knowledge the moment work leaves a slide, a ticket, or a specialist tool.

A unified integrated design environment in which every artifact that matters—requirements, architecture, interface data, verification evidence, training products, maintenance records, and decommissioning plans—traces to the same authoritative baseline. Small teams and large programs alike retrieve and compose from that baseline; they do not buy another silo or invent a second “truth” in a chat window.

What We Build

Where We Are Taking It

The same spine extends beyond design. Training products, maintenance data, and decommissioning records belong on the product source of truth, not in side systems that drift.

We are building toward that full-lifecycle environment stepwise—named capabilities, verification against acceptance criteria, and optional export—rather than claiming an unattended “complete model” from a single prompt or forcing every customer onto an enterprise suite they cannot staff.

Matt Wingert

Owner & Principal Systems Engineer, Felix Enterprises LLC

Matt Wingert is an entrepreneurial leader, Chief Technical Officer (CTO), and systems engineering executive with over 27 years of experience spanning the defense and aerospace industries. An Air Force veteran with 23 years of dedicated service, he combines deep operational defense heritage with modern agile software engineering, configuration management, and disciplined product delivery.

His foundational background bridges space operations, satellite command and control, space range environments, and electronic warfare. Throughout his career, Matt has brought rigorous operational discipline to complex missions, directing enterprise training and evaluation (Stan/Eval) efforts to establish mission qualification standards, crew readiness criteria, and operational acceptance baselines for critical defense systems.

As a Chief Technical Officer and systems architect, he focuses on transforming complex defense requirements into deployable, high-impact capabilities. He spearheads initiatives in Artificial Intelligence (AI), establishes modern CI/CD pipelines, and implements Model-Based Systems Engineering (MBSE) across enterprise architectures. His leadership has consistently delivered advanced defense software capabilities—including SBIR Phase II programs—on time and under budget.

Matt holds a Master of Science in Mechanical Engineering from the University of Colorado Colorado Springs and a Bachelor of Science in Mechanical Engineering from Oregon State University. Based in Colorado Springs, CO, he founded Felix Enterprises LLC to deliver authoritative systems engineering environments, disciplined data integration, and decisive operational tools for national security and commercial programs.
